While the Italian prime minister has been calling for reform and, according to Time magazine, would probably have the backing of his people to do so - he has become embroiled in yet another scandal which has threatened his political career.
Berlusconi has been accused of having sex with a 17-year-old prostitute and he is also alleged to have put pressure on police to release the teenager after she was held on theft charges.
While the premier may have the backing of his people when he calls for changes to the judicial system, Stephen Faris, writing for Time magazine, suggests he may well be doing this for selfish gain.
"According to opposition politicians and analysts, the focus of the proposal has less to do with streamlining justice for ordinary Italians than with helping the prime minister beat back charges from what he describes as politicised prosecutors bent on bringing him down," Mr Faris wrote in Time magazine.
Changes to the justice system could result in cutting trials short - including Berlusconi's - meaning they may not all result in a conclusion being reached, warns the writer.
